Invest Sabah Berhad was established in 2020 under the purview of the Chief Minister’s Department of Sabah, to serve as the first point of contact for global and domestic investors , with the aim of providing end-to-end support at every stage of the investment lifecycle.

Sabah has never lacked advantages. We have abundant natural resources, extraordinary biodiversity, significant energy potential, a young and increasingly skilled population, and a remarkable position on Borneo in one of the most dynamic regions of the world, looking towards both the rest of Malaysia and the wider markets of Asia. What Sabah has sometimes lacked is not opportunity, but recognition of the full scale of that opportunity.
That is now beginning to change at a particularly important moment. The world around us is itself being reshaped as companies reconsider where they manufacture, where they source, where they generate energy and where they build the supply chains on which their future growth will depend. The transition towards cleaner energy is creating entirely new industries, technology is changing what can be achieved from places once considered distant from the world's traditional economic centres, and across Asia, capital is searching for the next generation of places in which to build and grow. Sabah should be one of those places.
But attracting investment cannot simply be an exercise in selling what we have. The more important question is what can we build from it?
Can our natural resources support more sophisticated downstream industries rather than simply leave our shores as raw materials? Can our renewable energy potential power the industries of tomorrow? Can our agriculture become higher-value, more productive and increasingly technology-driven? Can our extraordinary natural environment support a tourism industry that creates greater value while preserving what makes Sabah exceptional? Can Sabah businesses become participants in regional and global supply chains rather than spectators to them? These are not merely questions about attracting capital; they are questions about the kind of economy we want Sabah to have in the decades ahead.
Turning those possibilities into economic reality is at the heart of what Invest Sabah was established to do.
Our role is not simply to promote Sabah or to persuade investors that opportunities exist here. It is to help serious investors understand those opportunities, navigate the State and turn good ideas into viable investments. We want to connect the right investors with the right opportunities, bring the people who can make decisions around the same table, help overcome obstacles when they arise and remain engaged long after the first conversation has taken place. An investment agency should not merely open the door; it should help investors find their way through it.
We also understand that investment is ultimately much more than a transaction between a company and a place. It is a decision about the future. When an investor chooses Sabah, that investor is making a judgment about what this State can become over the next ten, twenty or thirty years; and Sabah, in welcoming that investment, must equally make a judgment about the kind of growth we want and the legacy that investment will leave behind.
For that reason, our success should never be measured simply by the amount of investment that enters Sabah. We should also measure what remains because that investment came here: good jobs for Sabahans, stronger local businesses, new knowledge and technology, more sophisticated industries, greater opportunities for our young people and economic value that continues to be created long after the initial investment has been made. The investments that matter most are those which succeed commercially while also adding something lasting to the place in which they are made.
There will always be places larger than Sabah, with bigger markets, more developed infrastructure and greater international visibility, and there is little value in pretending otherwise. Sabah's proposition is different. We have resources the world increasingly needs, extraordinary natural assets, significant room to grow and a strategic position in a changing Asia; and perhaps most importantly, much of Sabah's economic story has yet to be written.
For the right investor, that is not uncertainty. That is opportunity.
The most rewarding investments are often made before a place becomes obvious to everyone else, when the possibilities are visible to those prepared to look a little further and imagine what can be built.

LEGAL ADVISOR TO THE CHIEF MINISTER OF SABAH
YBhg. Datuk Nor Asiah Mohd. Yusof, JP is a distinguished legal professional with extensive experience in public administration, legal advisory and corporate governance. She has held senior positions including State Attorney-General and Deputy State Attorney-General, bringing valuable expertise in legal and governance matters to Invest Sabah’s strategic initiatives.
SENIOR GM, FINANCE, YAYASAN SABAH / NON-INDEPENDENT DIRECTOR, INNOPRISE CORPORATION SDN BHD
YBhg. Datuk Joshua Ho Yee En is the Chief Financial Officer of Yayasan Sabah. He is a Chartered Accountant of Malaysia, Australia and New Zealand, and a Certified Credit Professional of the Institute of Bankers Malaysia. With extensive experience in financial management, corporate governance and strategic planning, his expertise in finance, investment and organisational management contributes valuable perspectives to Invest Sabah’s investment facilitation efforts and supports Sabah’s broader economic development initiatives.
PERMANENT SECRETARY, MINISTRY OF INDUSTRIAL DEVELOPMENT, ENTREPRENEURSHIP & TRANSPORT SABAH
Datuk Thomas Logijin is the Permanent Secretary of the Ministry of Industrial Development, Entrepreneurship & Transport Sabah, a pivotal role he has held since December 2020. Bringing decades of extensive experience in public administration and economic development, he is instrumental in driving Sabah’s industrial strategies, fostering entrepreneurship, facilitating high-value investments across the state’s priority sectors, and spearheading the development of Sabah’s logistics and port sectors to enhance Sabah’s economic and industrial competitiveness.
FORMER DIRECTOR, SABAH STATE ECONOMIC PLANNING UNIT (UPEN)
YBhg. Datuk Teo Gek Choo @ Jasmine Teo recently retired from the Sabah State Civil Service, where she served as Director of UPEN. She brings extensive experience in economic planning, public policy, fiscal management, budgeting and state administration. She holds an Honours Degree in Economics from Universiti Malaya.
MEMBER, SABAH ECONOMIC ADVISORY COUNCIL (SEAC)
Datuk John Lo Thau Fah, JP is a former banker, columnist and corporate professional with extensive experience in finance, business and economic affairs. As a Member of the Sabah Economic Advisory Council, he brings expertise in economic transformation and reform, providing strategic perspectives to support Sabah’s economic development and investment initiatives.
